Minutes of the Committee Meeting held on 09 December 2004


Present: Mike Harris(MH); Christine Hill(CH); John Horton(JH); Peter Jenkins(PJ); Caroline Jones(CJ); Mike Walker(MW).

CJ was thanked for taking the minutes in the absence of the secretary. 

1.   Apologies for absence: Fergus Johnson(FJ); Ian Padley(IP); John Sparshatt(JS);Tom Sumner(TS); Tony Thompson(TT); Sylvia Tilford(ST). 

2.   Minutes of the last meeting held on November 11th.

These were signed as a correct record. 

3. Matters arising, not covered elsewhere on the agenda.

Item 3 Christmas lights. BS apologized to the Committee for his failure to include the many people who assist Tom Sumner in his thanks at the evening of the switch on. He also apologised to Chris Flecknoe and our Ward Councillors who did not receive their formal invitations. It had been an excellent day. There was a  record crowd, larger street market and better sound system. BS has sent letters of thanks to Jo Blythe, Judith Hird (Roundhouse), the  Round Table (for the Christmas tree and Santa’s sleigh) and Dominic Hanbidge (for the sound equipment).  The collection at the event did not go as well as the previous year  but the income from the stalls fees made up for this. £601 had been received from market stall fees over the last three months. The generators were noisy and  it was asked if they could be switched off during the ceremony next year.

Item 4 Overgrown paths etc. BS has sent a list of areas that need attention to Street Scene (North).

Item 4  Request to re-route footpath. BS sent a reply to MW with the BCC decision.

Item 4  The Diplome d’Honneur from the people of Tereli is framed and in the library

Item 5: Burley and Menston Charities. It has been reported that the charity will continue as it is, unaffected by any change to the parishes.

7.   Current issues

7.1 Burley House Field. With the dates fixed for the public hearing JG has been arranging attendance  of witnesses. A dead tree has been felled and the logs left in piles for wildlife.

7.2 Parish Plan

PJ gave an outline of the latest situation  and plans for the Jamboree. He  has developed a questionnaire and another paper to be finalized on Tuesday next.  One response to the questionnaire already administered referred to the lack of a footpath out of Scalebor. This  can be taken up by the Footpaths Review ( to see JS).

7.3 Handbook. The revision of this is progressing.

7.4 January Neighbourhood Forum and Burley Bulletin:

Meeting to draft the Bulletin  on Thursday December 16th at 8.0pm  (BS,MH and ST).

BS to meet Chris Flecknoe on December 14th to discuss agenda  for Forum meeting. 

8.   Reports from Sub-Committees

8.1 Local Government. See correspondence item from Salman Mather above.

8.2 Planning. BS requested that the Planning Department be questioned on progress with West Lodge, which has now been standing empty for too long. Only external fencing along Hag Farm Road has been erected. He also requested feedback on Brookside House where the work had been  subject to complaint from a resident.

8.3 SCAPAG. The next meeting is in Menston on 15th December.

8.4 Projects. To date the Christmas lights have been stored in the basement of the corner shop. This is no longer possible. BS and TS hope to meet an officer from BMDC regarding use of the toilet block as a store in future, rather than demolish the building to site the superloo. The superloo could be installed against the front wall. Planning Office may look favourably on both these plans. Brian Dobson from Cleansing (BMDC) is in favour but only if the block is being used solely as a store.  The Committee felt this was a good idea . Ilkley Parish Council continues to press for action on the toilet.

An action day outside Jake Wright’s was agreed.

8.5 Ilkley Parish Council Minutes.

See above item on the toilet.

8.6 Website: Minutes of the meeting on November 25th are  awaited. The site continues to develop and is recording more hits. A review of its accessibility to meet new legislation is in hand. The Christmas lights are presented on the website.

8.7 Road safety. MW unable to attend.

8.8 Round Table. FJ unable to attend. The Round Table will be thanked for its contributions to the Christmas Lights.

8.9 WRUG. MH reported that there will be a change of rail company at the weekend Serco and Nederland Rail are taking over.
