80/06 Chairman's remarks

There was a need for the Council to have a logo. Councillors were asked to think about possibilities, including the use of the Burley seal.

Development of Standing Orders for the Council would be on the next month's agenda. Those from Ilkley Parish Council were provided as a guide for members to read. Items in bold type had to be included in all Standing Orders.

To accommodate the new Parish Clerk, meetings from September would need to start at 7.30. Where the deadlines permitted planning items would be moved to the week 4 planning meetings. The place for meetings from September onwards needed to be decided. It was agreed that the Parish Room would be used.

A list of Council meetings will be placed in all village notice boards with the Agendas for meetings; also on the Library notice board and on the Burley website.

85/06 Matters arising from the minutes

Newsletter distribution

John Sparshatt had not been available. Cllr Walker will contact him by early September.

Training

The Chair had contacted Yorkshire Local Councils Association (YLCO) to indicate our interest in sharing training with Menston Parish Council and had asked for suggestions for dates. No reply received to date.

AOB

John Horton reported that there was another map in existence that more accurately represents the parish boundary on the moor.

86/06 Appointment of clerk

Cllrs Jones, Tilford, Riley and Forrest had interviewed five people on August 9th. We had been most fortunate to have a very strong field of candidates. Subject to ratification by the full Council and the receipt of satisfactory references the post had been offered to one of the candidates. She is familiar with Burley issues and available to start work from early September. We were very pleased to have been able to make an appointment and looked forward to working with our Clerk. The ratification was proposed and seconded.

The Clerk would be offered a 6 month probationary contract for 12 hours a week at the appropriate point on the local government officer's scale. Both salary and hours will be reviewed after 6 months and annually thereafter. The person appointed will undertake training.

87/06 Children's play area in the park

Cllr Jones had contacted Malcolm Whittaker at BMDC to check out progress. Monies from the Scalebor development and £4,000 from Shipley Area Panel are available for the playground renovation. In order to provided suitable flooring material under all equipment some further funds will be required with a sum of £4,000 indicated. Malcolm Whittaker was asked to put a formal request to the Burley Parish Council for their consideration for the additional funding. This had not yet been received. Cllr Palmer reported that the amount required could be nearer to £6,000. It was expected that the work would take place in September.

88/06 Newsletter

Cllrs Tilford and Dale had drawn up a preliminary mock–up of the first newsletter that was circulated for comments. All suggestions for text to be passed to them by the beginning of September. Chris Flecknoe, Shipley Area Committee, will provide £400 towards the cost of the newsletter. In return the last page of the newsletter will be used to advertise the Neighbourhood Forum meetings. Cllr Tilford will get costings for producing the newsletter by the next meeting and it is planned to distribute over the second weekend in October.

89/06 Parish Plan update

Cllr Jenkins reported that the updated Plan was on the website and an archive has been created for previous versions. The Tackling Crime and Public Transport sections were reviewed, actions achieved, noted and modifications made. In reviewing ‘Tackling Crime’ the report from the recent ward–tasking meeting attended by Cllr Dale was referred to (see 92/06).

The following amendments were agreed:

On Public Transport the appointment of a BPC representative on WRUG was recorded.

It was agreed that the Council should appoint a representative for airport issues. Cllr Jones proposed and Cllr Riley seconded Cllr Jenkins as the representative.

Amendments will be incorporated into the Plan on the website.

Cllr Jones reported that Shipley is a to be a pilot area for consultation on the number and siting of bus shelters. This will be an item on the next Neighbourhood Forum. There will be a need to review the siting of the bus shelters in the village although it is unlikely that any additional ones can be secured.

Amendments to the Parish Plan will be recorded on the website.

90/06 Closure of the Grange – update

Cllr Jones had received acknowledgement of her two letters to the College. Michelle Sutton was on holiday and would reply on her return. A reply to the request to rent space in the Grange had been received. A sub-committee of the Governing Body is reviewing the future use of the building and will meet prior to mid September.

In the light of the possible sale of the building the BPC will need to consider its response. This will depend on whether or not a change of use is secured on the building. Meanwhile interest in the continuing use of the building for educational purposes will be obtained by contacting possible interested parties. Cllrs Jones and Tilford to follow up this matter.

91/06 Communications

The use of notice boards was discussed

Contact details for councillors, agendas for meetings and approved minutes will be in the Library, on the Parish Council notice board and on the website.

The village notice boards in Station Road, the Village Green and Burley Woodhead will contain the list of Council meetings, contact information for councillors, contact information for BCC and BWCT members, BWCT minutes and coffee morning information, and a notice indicating that further information may be obtained from the library and the website, with a note of the library opening hours.

Cllr Palmer asked members to consider what they would like to see on the village website about Council activities. Malcolm Fisher would be willing to create a page on the website. There was discussion of whether the Council needed a separate website or whether a page on the existing Burley site would be adequate. Most were in favour of the latter. Cllrs Jones and Tilford will revisit the arguments in Ilkley Parish Council about separate sites before a final decision is made. It was agreed that the Council would need autonomy over what appeared on a BPC page on the existing website. A payment of approximately £100 a year would be made to the existing site for a web page.

The Clerk would need an e–mail address and consideration will be given to this.

92/06 Reports from Councillors on other meetings attended

Policing:

Cllr Dale attended the ward-tasking meeting. Some vandalism in the Greenholme area was reported, some problems associated with groups of young people, and some evidence of drug use in the Copse area of Prospect Road. The police were using high visibility patrols. More volunteers are needed for the police point in the Queen's Hall and PC Exley is the contact person. Parking in the Prospect Road area was being monitored and fixed penalty notices had been issued. The police view was that commuters were getting the message. Councillors were less convinced.

Neighbourhood Forums:

Cllrs Jones, Jenkins and Tilford met with Chris Flecknoe on August 4th to discuss the future organization of the Forums. An agreement was drawn up for collaboration between Shipley Area Committee and Burley Parish Council and brought to the Council for acceptance.

Shipley will pay for the hire of the venue, which will be the Queen's Hall, and advertising of the meetings through the Newsletter will occur as noted above. Burley Parish Council will be responsible for taking the Minutes. Chairing of meetings will be shared between the Chair of BPC and Chris Flecknoe.

93/06 Correspondence

Cllr Jones reported letters from:

Shipley Area Committee

on the Safer Communities Project. Grants up to £500 are available for projects addressing safety issues.

Environment and Floods Forums

Ilkley Good Neighbours

with a rural transport questionnaire for completion.

West Yorkshire Police Authority

on a Bradford District Consultation event to be held on September 13th in the evening. Cllrs Dale and Riley will attend.

BMDC

on the transfer of responsibility for the allotments. There are 37 in all, 2 in the East End allotments, 33 in the Council allotments at the bottom of Prospect Road and 2 in Aireville Terrace. The titles were transferred on the formation of Burley Parish Council and changes will be made with the Land Registry. Richard Schofield will meet with BPC in the near future and the administration of the allotments will transfer on April 1st 2007.

Richard Schofield has also written to say that Asset Management has signed the ballot paper indicating that BPC does not wish to sell its allotments in the East End Allotments. No ballot papers will be opened until all votes have been cast.

Christine Kerrin, BMDC

in reply to letter about the goit and nearby footpath. Currently this path has permissive status. It would be reviewed in the context of drawing up Rights of Way Priorities. Acquiring public footpath status would require agreement of landowners. No further action will be taken at the moment.

Lord Mayor's Open Day

on Saturday, September 9th.

Reply to letter to Asset Management

requesting removal of the signs to the Field. Since signs do not prohibit access BMDC does not propose the signs at the present time since this could impact on any village green application. The decision of the Shipley Area Panel on the Field has been challenged and the decision has been referred back to the Executive. It is expected that the matter will be considered in September.

The Chair

had written to Tom Sumner requesting a schedule of maintenance for the Burley Fountain and the costs for maintenance work. To date no reply had been received.

Burley Bridge

a communication had been received from Burley Bridge Association asking about Council discussion of the proposed bridge. It was explained that the only reference had been to a letter received from a resident. The Council would wish to establish a positive relationship with the BBA.

E-mail from Brian Dobson

on August 1st indicating that work was to take place in the week beginning August 7th towards bringing the superloo into use.

Cllr Palmer

reported that the current supplier of Broadband to the Queen's Hall could no longer provide it. A new provider needs to be arranged. Currently there is a range of users of the Queen's Hall who benefit from the service. Cllr Jones will speak to Mark Davies, Bingley Arts centre about the matter.

Cllr Dale

had received communication from the Countryside Alliance of a Bingley Moor Open day on September 17th when there will be a number of demonstrations.

94/06 Schedule of payments

This was presented and is attached.

It was unanimously accepted that the schedule be accepted.

95/06 Any other business – for information only

The road sign at Great Pasture is now inside a hedge of one of the properties. Cllr Jenkins will check the ownership of the land with the Land registry.

Street cleaning: comments had been received about street cleaning. In some areas this had improved but not in others. Some snickets have recently been metalled.

A resident had spoken to Cllr Palmer about a fence across the footpath through the Moor Lane centre. The status of the path will be checked.
