26/0708 Chairman's remarks
Cllr Jones opened the meeting.
27/0708 Apologies for absence
Cllrs Horton and Walker had sent apologies; these were received and accepted.
28/0708 Disclosures of Interest
Cllr Palmer declared an interest in item 10 - Burley House Field - as it concerned an asset of BMDC of which he is a District Councillor.

30/0708 Minutes of previous meeting

RESOLVED that the minutes of the meeting of 10th May be accepted as a true and accurate record.
31/0708 Matters arising from the minutes
6/0708 - The Lawn - BCHT have re-engaged with the consultant team of architects, surveyors and engineers to look at re-tendering the scheme and further information will be available in the next few months. Council agreed to write to BCHT asking for more details and drawing their attention to the graffiti on the building.
8/0708 - Iron Row - Traffic & Highways engineers were looking at the problems at Iron Row and will report back with their recommendations.
8/0708 - Verge Hardening - Cllr Palmer to pass contact details of Highways Officer responsible for the verge hardening work on Manse and Midgley Roads to Parish Clerk so that the letter urging the work be carried out as soon as possible may be sent.
15/0708 - Meeting Dates 07-08 - Chris Flecknoe had agreed to the suggestion to re-arrange the seats for the Neighbourhood Forum.
16/0708 - Newsletter - the majority had now been distributed.
32/0708 Minutes of the Planning Committee
Copies of the minutes from the planning committee meetings on 26th April 2007 and 10th May 2007 were received.

34/0708 Clerk's Report
Parish Clerk circulated to individual members copies of their Declaration of Interests forms from the previous year. If there were no changes, councillors were asked to sign and return the copy. Anyone with any changes should fill out a new form.
35/0708 Burley House Field
Cllrs Jones and Tilford, Mr John Gundry and Parish Clerk had met with Mike Bell, Head of Asset Management at BMDC on 24th May 2007 re: Burley House Field. The next break point in the agricultural lease on the field is June 2009 unless the farmer wishes to terminate the lease earlier; Asset Management to write to the farmer to establish his intentions.
A long lease on the field was the expressed hope of the Parish Council and Mr Bell confirmed that this was negotiable. The Parish Council would need to carefully scrutinise the terms of any lease including any break clauses.
Councillors discussed some of the potential uses of the whole or parts of Burley House Field. All would need to be carefully considered and researched for their long term impact on the village and this included any application for Village Green status. Burley Community Council had received information from their barrister. A recent ruling by the House of Lords meant that there was a good case for making a third application for Village Green status. Parish Clerk to consult YLCA on the above issues.
36/0708 Awards scheme

RESOLVED that the scheme and criteria for allocating awards as circulated be adopted by Burley Parish Council.
It was agreed that the scheme should be publicised through the local press, the next parish council newsletter, the village website and the neighbourhood forums.
37/0708 Floodpact Information
Councillors had considered the information in the Floodpact DVDs and leaflets. It was agreed as a first stage to carry out a proper risk assessment to the village from flooding. This would include compilation of maps and photographs of previous flooding and compilation of a list of likely areas to be affected. The risk assessment would then influence what action was necessary.
A list of useful contacts and telephone numbers is to be compiled e.g. Environment Agency.
38/0708 Gullies on Station Road
Cllr Jenkins had completed a survey of the gullies. Approximately 50% of the gullies on Moor Lane were blocked, as were a number on Grange Road. The flow of water on the road from the moor was a hazard as well as causing the formation of the road to deteriorate. Councillors agreed to write to officers at BMDC with a copy of Cllr Jenkins' survey and asking for action to improve the gullies.
39/0708 Code of Conduct

RESOLVED that Burley Parish Council adopt Local Authorities (Model Code of Conduct) Order 2007 No. 1159, The Model Code of Conduct for Parish and Town Councils.
Parish Clerk advised that the council is required to publish a notice in a local paper to inform the public that the code of conduct had been adopted. Parish Clerk was looking at sharing the notice with other parish councils to save money and would also look at costs of publishing the notice in different local newspapers.
40/0708 Maps of the village

RESOLVED that Burley Parish Council purchase large scale maps of the village to assist the Planning Committee in the .
41/0708 Flags for the Village Green
Proposed by Cllr Jenkins
Seconded by Cllr Palmer
RESOLVED that the Parish Council using its power under s137 of the Local Government Act 1972, purchase a Union flag and a flag of St George to be flown on the Village Green on appropriate days.
42/0708 The Grange
Bradford College had agreed to extend the deadline for proposals from the Parish Council until 30th June. Parish Councillors and Parish Clerk had met with three private developers who were considering schemes for private housing in the Grange with approximately one third of the ground floor retained for community use: an office for the parish council and two rooms for adult education with toilet and kitchen facilities. Parish councillors would need to decide which proposals best met the needs of the community and further discussions with the developers were being held next week. It was hoped that the trustees of the college would look favourably upon schemes that retained some part of the Grange for community use. Concern was expressed that the internal features of this Grade II listed building were protected.
Parish Clerk and Cllr Jenkins had met with the Parish Council's solicitor re: ownership of the Grange. A copy of the notes of the meeting were circulated to members of the council.
43/0708 Parish Plan
Section D "Tackling Crime" of the Parish Plan was discussed and updated. It was noted that the Police Contact Point had been opened but the volunteers had still not been checked by the Criminal Records Bureau, pressure was being put on the police to ensure that this was prioritised.
Councillors noted increased security on the rail links with more Transport Police and Northern Rail employees in evidence.
Cllr Palmer noted that Burley was one of the few stations that did not have station CCTV. It was agreed that the placement of mirrors on the railway bridge would help improve security; Parish Clerk to write to Northern Rail to ask them to consider installing mirrors.
44/0708 Reports from Councillors on other meetings attended
Allotments and Maintenance Committee had held its first meeting:
· Maintenance work on the village green had taken place on the last Saturday of the month and Monday of the current week ahead of the Duck Race.
· Parish Clerk had met with a representative from BEAT (Bradford Environmental Action Trust) who were managing
the funds from Bradford Vision. There were some ideas on how to best utilise the funds awarded.
· Cllr Dale to follow up with PCC of St Marys on shared purchase of a storage shed for the maintenance equipment. Cllr Forrest had attended a meeting of Burley and Menston Charities:
· 184 and 186 West Terrace were being advertised to let at market value to needy or disabled people. Cllr Tilford and Parish Clerk had attended the AGM of the East End Allotment Society and indicated the Parish Council's interest in renting any available allotments.
Cllrs Tilford and Jenkins reported from meeting of BWCT:
· Duck Race - BWCT had contacted Parish Council about BMDC cutting the roundabout at the Otley end of the bypass before the Duck Race. Cllr Riley reported that the request had been received too late and BMDC were unable to carry out the work which was scheduled within the next two weeks. BWCT would ask the police to provide support to their volunteers in marshalling people across the A65.
· Jennings bequest - BWCT are requesting volunteers to take care of the garden in front of Jake Wright's. Funding support is available for plants etc.
· Following resignations BWCT is looking for 2/3 more trustees.

46/0708 Schedule of Payments

47/0708 Any Other Business
Greenholme Mills - reports had been received that the estate was up for sale or sold. Parish Clerk following this up and also looking at the report from the application for conservation status. There were some concerns over the loss of the permissive footpath on the land.
Cllr Riley requested that the management of the verges and roundabouts be on the agenda for the next meeting of the Maintenance and Allotments Committee.
Cllr Jenkins had completed a further Land Registry search on the land around the Grange, there were no records of ownership.
