111/0708 Clerk's Report
Councillors were asked to send details of properties with overhanging trees/shrubs so that reminder letters could be sent out.
Details of the NALC conference at Skipton in November had been circulated and any councillors interested in attending were asked to contact the Parish Clerk.
Parish Clerk had circulated a paper on Highways Excavations policy from BMDC.
Parish Clerk reported on the Burley website and the latest committee meeting. Website committee would be sending a representative to BPC meetings to write a report for the Burley website. Councillors were reminded to send details of forthcoming events for inclusion in the village diary on the website. A gallery of photographs had been started on the website, anyone with photos - old or new of the village was invited to send them to Malcolm Fisher. After a suggestion from a member of the website committee a file of minutes and agendas from the council would be kept in Burley library.
Parish Clerk had been advised that the police contact point was not yet up and running. The CRB checks for the volunteers were severely delayed. Councillors expressed disappointment that a year after volunteers had come forward they were not able to volunteer at the contact point.
112/0708 Burley House Field
Cllr Jones updated councillors on the latest information on the field and the meeting held at City Hall on 16th August with officers from Asset Management. Burley Community Council had deferred a decision on pursuing a third application for Village Green status until January. Officers from BMDC had requested a copy of the counsel's advice on a third application, permission to share this information had been forwarded by BCC to counsel. A response was awaited.
Cllr Jones asked for ideas on future uses for the field. Councillors were aware that Village Green status would curtail certain uses of the field including for allotments.
Councillors agreed that a wider consultation on future uses of the field would be desirable. A variety of ways in which a wider public consultation could be pursued were discussed including an article/questionnaire in the January newsletter, an open morning/consultation event on the day of the Christmas lights switch-on, website questionnaire or forum and an item at the January Neighbourhood Forum.

To discuss the proposal to form an additional footpath link between Burley in Wharfedale and Ben Rhydding.
Cllr Jones had received information from Mr Wilfred Shaw, a resident of Ilkley. Councillors were shown a map of the proposed link and discussed the details of the proposal. Councillors warmly welcomed the possibility of a level and safe cycleway or footpath from Sun Lane to Ben Rhydding. Cllr Walker to contact Sustrans for information and assistance in forming cycle ways. Some diversion of existing footpaths may be required and it was hoped that Sustrans might give assistance with this matter.
Councillors agreed to write to Mr Shaw offering support and assistance in pursuing this project.

To discuss the application by Derwent Hydroelectric Power to abstract water from the River Wharfe for the generation of hydro-electric power
Councillors were advised of an application to the Environment Agency for a license to abstract water from the River Wharfe at Greenholme Mills for the generation of hydro-electric power. Copies of the plans were available at the Environment Agency's offices in York. Cllrs Horton and Jenkins to travel to York to inspect the plans and report back.
115/0708 The Grange
A meeting of the Estates Committee of Bradford College would take place later this month when the proposal from the Parish Council and development partner would be discussed. A village resident had received a letter from Bradford College Principal, Michele Sutton confirming that the proposal would be discussed and advising that the college was obliged to maximise the value of its assets.
116/0708 Burley Handbook
The village handbook was due for publication in 2008. Mike Harris had provided the Parish Clerk with a summary of the work involved on the previous handbook. Cllr Jones proposed that a working group be formed to meet in November/December when the details of how the work would be allocated could be discussed. Cllr Jones to look at the costings of the handbook.
117/0708 Accounts for the year ending 31st March 2007
Councillors had received a copy of the audited accounts for the financial year to 31st March 2007. Councillors were invited to ask questions or offer comments.

118/0708 Annual Governance Statement
Councillors had received a copy of the annual governance statement.

119/0708 Parish Plan
Councillors discussed section F (The Community) of the Parish Plan and updates were made.
It was agreed that a map of the village at the station and at the bottom of Station Road was desirable. It was agreed that a resolution would be brought to the next meeting for production of the village handbook.
120/0708 Reports from councillors on other meetings attended
Cllr Dale had attended a consultation event held by West Yorkshire Police Authority. The event had provided an overview and discussion on how policing would take place in the future. The new Chief Constable had emphasised the importance of neighbourhood policing teams.
Cllr Jones had attended a Bradford Vision event that had discussed neighbourhood partnerships and the benefits of examining issues at ward level.

· BMDC - notification of increases in costs of off street parking.
· West Yorkshire Police - reduction of number of divisions from three to two.
· The Local Development Framework - City Centre Area Action Plan Issues and Options Initial Consultation (copy passed to Cllr Jenkins).
· West Yorkshire Police Authority E Bulletin – July 2007.
· Request from BWCT for £2000 to assist in the provision of Christmas lights. Resolution to be put forward for October meeting.
· Ilkley and District Council for Voluntary Service invitation to Cllr Jones to attend AGM on 17 October. Cllr Jones to send apologies as unable to attend.
· BMDC - information on Disabled Persons Concessionary Travel Permit Scheme.
· Letter from Mr David Howe on reduction of oncology services at Airedale Hospital. Councillors agreed to ask Mr Howe to speak at the Neighbourhood Forum and consult him on how best the council may lobby for the retention of these services.

Cllr Dale had received some information on Fair Trade. It was agreed that an item would be placed on the agenda for the next meeting to discuss the issue. A speaker had been recommended and would be invited to address the council before the main meeting in October.
