73/06 Minutes of the Last Meeting
The minutes of the meeting of 13 July. It was proposed by Mike Walker and seconded by Peter Jenkins that they be approved as a true and accurate record and were signed accordingly.
74/06 Allotments.
Two letters had been received on the allotments. First, one outlining the way the transfer of the allotments to the Parish Council could be managed. The second one indicating that there had been an offer made to all the allotment owners to buy the East End allotments. Three of the 57 are owned by the council the rest are owned privately. Asset management required the views of the P.C. on this. Following discussion it was proposed by Mike Walker and seconded by Kathryn Forrest that they should not be sold. This was unanimously approved. The two principal reasons cited for this were 1) To sell this land for development to take place would be counter to the UDP. 2) The P.C. has a legal duty to provide allotments where possible if there is a demand. We are aware that there have been names on a waiting list for some years.
Discussion followed re; acquiring the allotments. The letter from Mr Schofield indicates that the transfer of the freehold is simply a question of requesting that the conveyancing section of BMDC write to the land registry to change the title. Mr Schofield proposes in his letter that the management should transfer on 1 April 2007. It was established that the council needs more information on what is involved in the management of the allotments - provision of water, fencing etc, Also the specific plots on the East End allotments need to be identified.
It was noted that on this occasion the land is covered by the UDP. However, the UDP will not be enforceable forever and planning issues could become regional matters. In time, approaches such as this may be more difficult to resist. It was agreed that we should look out for land that could be used for building and work out appropriate strategies for dealing with applications.
75/06 Planning Applications
Receipt of the following planning applications were acknowledged and considered as follows:-
1 06/04718/FUL West Dene & Chevin View Bradford Road
Extensions to side of West Dene and rears of both properties. It was noted that these houses are in the Green Belt, but the proposed extensions are in keeping with the other houses around and are not over dominant. Proposed to recommend for approval.
2 06/04915/FUL Demolition of 12 Aireville Terrace and erection of 11 Apartments and associated works.
Following discussion the planning committee agreed to recommend that the application to demolish be refused as this house contributes to the character of the surrounding neighbourhood. There is no evidence that it is structurally unsound. The development proposed to replace it was considered by all to be over-dominant on the site and the street scene. Further it was the view of the Parish Council that 11 dwellings is too many for the site and the location. Objections from residents in Albert Simmons Way and Richard Glossop Court that such a development would overlook were noted. Great concern was expressed on the matter of highways and access.
Aireville Terrace and Station Road are extremely busy. It is a bus route and the only way out for much of the village to the west of Station Road. Traffic problems in this area are significant and a development such as this would further aggravate already insuperable problems. We would wish to urge the Highways department to look not just at the area around this proposal but also at Aireville Terrace as it serves as an artery for Greenhow, West View, Wrexham, Mansfield Roads etc. along with the congestion that builds up on Station Road. It was proposed and unanimously accepted that all aspects of this application be recommended for refusal.
76/06 Referrals back from BMDC Planning
06/04341/FUL Dormer at Greenholme Cottages
We had no objections to this. Having visited the site Martyn Burke considers this to be out of keeping with the traditional character and intends to recommend it for refusal. The planning committee accepted this decision and decided not to seek referral to the Area planning committee.
06/041999/FUL Green Meadows, Bradford Road
Extension to rear. An amended plan which has reduced the size has been submitted. This plan addresses the objections. Recommend for approval.
77/06 Greenholme Conservation Area
Letter has been received from BMDC Dept of Transportation. A CD was included which shows the photographs and historical information of the area. They state that the PC could use this information to support listed building status in the area. However, it was noted "as a matter of course the council does not formally nominate buildings for listing which are not in its ownership"
This aspect needs further research and consideration. On the matter of the footpath the letter from the BPC has been forwarded to the Rights of Way Team.
78/06 TPO 14 The Drive, Burley in Wharfedale
Notification of TPO applied to 3 oak trees.
