169/06 Minutes of the Last Meeting

The minutes of the meeting of 9 November. Three amendments were to be made to the minutes of 09 November – apologies received from Cllr Forrest and Cllr Horton and the date in item 159/06 should be altered to 26 October. This was so noted and with these changes it was proposed by Cllr Dale and seconded by Cllr Jenkins that these were a true and accurate record and were signed accordingly.

170/06 Matters arising

Parish Clerk reported that the Visible Services section of Environmental Protection at BMDC had made a site visit to Crossfell on Station Road. They had reported back that there was no action that they could take on this matter but had supplied a contact for an officer at BMDC who dealt with complaints about private sector housing, Parish Clerk to pursue this matter further.

171/06 Planning applications

Receipt of the following applications was acknowledged and considered as follows:

06/08467/FUL – 1 Cherington Court

Single storey extension to east elevation

Resolved: Recommend approval

06/08086/FUL – Land to the rear of 30 Main Street

Construction of detached dwelling with detached garage

Objections had been received – a lengthy and detailed objection from Mr & Mrs Wriglesworth and Mr & Mrs Bosomworth at 16 & 18 Main Street, supported by Cllr Palmer, and a letter from Mr MacQuillan at Chevin View. A detailed discussion was held by the committee and it was unanimously agreed to recommend refusal for the application on the grounds that it would be detrimental to the setting of the surrounding listed buildings. It was noted that in the list description these buildings have 'group value'. The site of this proposal is higher than those around it and so it would be intrusive. It was felt that this development would have an adverse effect on the setting within the conservation area contrary to BH7 of the UDP which expects any development to enhance the character and appearance. Further BH10 states permission to build on land or gardens within or adjacent to a conservation area will not be granted if the land:

1) makes a significant contribution to the character of the conservation area.

2) provides an attractive setting for the buildings within it

3) is important to the historical form and layout of the settlement

4) affords the opportunity of vistas into or out of the conservation area which are historically or visually significant.

The parish council took the view that on all these grounds, and most particularly the impact on the setting of the church, permission should be refused.

Extension of existing residential space into adjoining outbuildings and formation of internal garage

Resolved: recommend approval ensuring that it is in compliance with all green belt policies

06/08176/FUL – 223 Main Street

Replacement windows, new porch and replacement roof covering to garage and rear extension, new garage, dormer and other windows and other alterations.

On the whole the application received approval but there were concerns expressed over the addition of the porch and whether it was in keeping with the conservation area.

06/07875/FUL – 44 Norwood Avenue

Two storey side extension

Resolved: recommend approval

06/08318/FUL – 1 West View Road

Construction of a detached dwelling with integral garage

It was noted that this was a revised application and that there had been no formal objections received by the parish council.
