P11/0708 Chairman's remarks

Councillor Jenkins opened the meeting.

P12/0708 Apologies

Cllrs Jones, Riley, Tilford and Walker had sent apologies, these were received and accepted.

P13/0708 Disclosures of Interest

P14/0708 Minutes of the Last Meeting

The minutes of the meeting of 10th May 2007. It was proposed by Cllr Dale and seconded by Cllr Horton that the minutes were a true and accurate record and accepted accordingly.

P15/0708 Matters arising

P6/0708 Green Lane – a decked area had been constructed at Crag Top adjacent to the green belt. The homeowners have been told to stop work by the planning and enforcement officers as it is believed to be in the green belt and not in the curtilage of the house. The newly constructed road was being used by lorries accessing Crag Top. Cllr Jenkins showed photographic images of the work being done.

P6/0708 Green Lane – Parish Clerk had consulted the Rights of Way Officers at BMDC. Green Lane is maintained as a public footpath by BMDC but officers advised that home–owners should have title deeds to their properties allowing vehicular access along Green Lane.

P9/0708 Spicy Ranch – their license allows them to trade until 1am but planning restrictions only allow them to trade until midnight. Licensing officers have written to the owners of the Spicy Ranch to remind them of their planning constraints. The Planning Office in Ilkley have been notified of this potential breach and will take further action upon proof of breach of license – this is being obtained by Parish Clerk.

Retrospective application to retain decking to front garden

P19/0708 Any other business

Highfield House, Burley Woodhead – a planning application has been received for consideration at the next meeting on 14 June. The application is for an extensive amount of work in a sensitive location connecting the footpath from Crag Top Farm to Highfield House to the unofficial footpath from Highfield House to the road. Cllr Jenkins suggested a visit by councillors up to the site with the Rights of Way Officer if possible, this application requires the scrutiny of as many members as possible. Cllr Jenkins to arrange a meeting.

Maps – the plans committee requires a set of good maps. GoogleEarth is useful for an overview. Cllr Horton had information on Centremaps in Harrogate. Cllr Horton to provide a breakdown of costs for acquiring large scale maps of the parish that could be put before Full Council.

Cllr Jenkins noted that a database of planning applications is maintained by the Parish Clerk. If any councillors wished to check the scope of any work taking place in the village they could consult the Parish Council's record. Cllr Jenkins enquired if anyone had a guide to the planning rules and regulations . Cllr Horton had copies and advised that these had been obtained from the Planning Office.

BMDC had provided a Supplementary Planning Document on Draft Shopfront Design Guide – Cllr Jenkins to look at it and offer comments. Cllr Horton to look for any old photos of the village shops.

Cllr Horton noted that a lamp post had been taken down outside the new Parish Centre during construction and had not been replaced. Parish Clerk to discuss this with project manager for the new Parish Centre.
