P21/0708 Chairman's remarks

Cllr Jenkins opened the meeting.

P22/0708 Apologies

Cllrs Horton and Walker had sent apologies, these were received and accepted.

P23/0708 Disclosures of Interest

None

P24/0708 Minutes of the Last Meeting

The minutes of the meeting of 24th May 2007. It was proposed by Cllr Forrest and seconded by Cllr Dale that the minutes were a true and accurate record and accepted accordingly.

P25/0708 Matters arising

P15/0708 - Cllr Jenkins had searched for ownership of Green Lane at the Land Registry - no results had been returned. As of today Ilkley Planning Office still had not received a retrospective planning application for the work at Green Lane. Enforcement Officers had indicated that an application should have been submitted this week. Tarmacing of parts of Green Lane had taken place. Cllr Jenkins to contact Enforcement Officers to discuss what action was being taken and the time scale involved for this and other enforcement cases.

P15/0708 - Spicy Ranch - Parish Clerk had received a list of dates when it is alleged that the Spicy Ranch had breached their licensing hours. Parish Clerk to write to the Planning Office to notify them of the potential breach and to ask them to pursue this matter.

P19/0708 - Maps - request to purchase maps had been approved by full council. Parish Clerk to pursue this with BMDC.

P19/0708 - Planning rules and regulations - Cllr Jones to pass information to Cllr Jenkins on planning regulations.

P19/0708 - Missing lamppost outside Parish Centre. Parish Clerk had spoken to the project manager the lamppost would be replaced by the builders in due course.

P19/0708 - Cllr Jenkins had read the Draft Shopfront Design Guide from BMDC. Discussion followed about the shopfront of the Co-op which was felt to not be in keeping with the conservation area. Committee agreed to write to the Planning Office to find out if planning permission had been obtained for the work.

P26/0708 Planning applications

Receipt of the following applications was acknowledged and considered as follows:

07/02988/FUL - Highfield House, Moor Road

Demolition of storage building, realignment of drive, construction of new equipment and storage building and leisure pool extension, new boundary walls, fences and entrance gates

A site visit by representatives of the Parish Council and Rights of Way Officer had taken place. The committee agreed with the proposals and discussion had been held with the applicant about the footpath and there will be an application to divert the Right of Way.

Resolved: Recommend approval subject to satisfactory diversion of the Right of Way.

07/03987/FUL - 33 Langford Road

Single and two storey extensions to front, side and rear

Resolved: recommend approval

07/04201/FUL - Woodleigh, Moor Lane

Single storey detached workshop

Resolved: recommend approval

07/04181/COU - Former Little Chef, Coutances Way

Change of use from A3 restaurant to A3 and A5 restaurant and takeaway and addition of new porch entrance

Application numbers: 07/00527/FUL and 07/00542/CAC Aireville Terrace come before Shipley Area Panel on 21st June 2007. The proposal for demolition of the existing house and construction of nine, 1 and 2 bedroom flats is being recommended by officers.

After discussion the committee felt that a large number of the concerns raised by the Parish Council had been met and it was agreed not to oppose the decision at the meeting of the Planning Panel.
