P55/0708 Minutes of the Last Meeting

The minutes of the meeting of 12th July 2007. It was proposed by Cllr Riley and seconded by Cllr Jones that the minutes were a true and accurate record and accepted accordingly.

P56/0708 Matters arising

P46/0708 - Spicy Ranch

Planning Officers had suggested that the Parish Council write to the Licensing Department at BMDC to ask them to review the licence, 1am is very late in such a residential area. Plans committee agreed that Parish Clerk should write. Enforcement Officers had emailed to confirm they were writing to the owners of the Spicy Ranch advising them that enforcement action may be taken. Enforcement Officers asked that neighbours keep a log of breaches of trading hours.

P47/0708 - Green Lane

Parish Clerk had written to members of Shipley Area Planning Panel inviting them to visit the site. Copies of three further letters of objection had been received by the Parish Council. Planning Officers had advised that if the application is to go to Planning Panel it will be on 30th August. Cllr Forrest had been in contact with CPRE, they will send a letter supporting objections to the application. An enforcement notice is to be issued for removal of the decking at Crag Top.

Two storey side and single storey rear extension forming enlarged kitchen, bedroom and bathroom area

Resolved: recommend refusal of the application as it would be over dominant on the site and would detract from the street scene of Wellfield Lane.

07/05231/FUL - 2 Langford Road

Construction of detached dwelling

One letter of objection received by the Parish Council, Planning Office had received 4 objections

Resolved: recommend refusal of the application as it would be over dominant on the site and disproportionate to the site and surrounding houses.

P59/0708 Any other business

Fences & walls - Cllr Horton had some additional information on rules regarding height of fences and walls round properties. Parish Clerk to write to Planning Office with particular reference to Stocks Farm where the committee agreed the perimeter fencing was ugly and out of keeping with the Green Belt.

BCHT - Cllr Jones and Parish Clerk had met with Jim Smith from BCHT on issues in the village. A further planning application for five additional apartments in the new block attached to The Lawn was about to be submitted. The building would now cover three floors allowing 15 units, 1 and 2 bedroom apartments, two thirds accessible by lift. The new build would be for over 60s. Units would be part-owned with the remainder retained in perpetuity. The 14 apartments in the old building would be for private sale. BCHT were putting the necessary plans in place and are hoping to start building by December.

The Parish Council would soon be receiving a full planning application for the four additional units on Norwood Avenue, outline planning application had already been granted. These units would be for affordable housing. BCHT were reviewing the application for four units on Langford Road, they would be consulting with tenants and re-submitting an application.

BCHT had also provided a map of the land they owned at Grange Road flats, this confirmed that they did not own the land over which Rushy Beck passed. This matter would be pursued further with BMDC. BCHT to be asked to review the height of the wall on their land, in order to protect the flats from flooding.

Parish Clerk had been contacted by Parish Centre re: placing bollards in front of the large glass window at Open Door that was directly opposite the junction of Station Road with Aireville Terrace. Traffic & Highways had advised that if the Parish Centre wished to install bollards it would be at their own expense but Traffic & Highways will look at installing Give Way signs and road markings at the bottom of Aireville Terrace.

Plans Committee discussed the need to ensure that any works taking place close to the schools in the village had restrictions on movement of large vehicles and deliveries at the start or end of the school day. Committee agreed to note this for future applications.
