P110/0708 Minutes of the Last Meeting

The minutes of the meeting of 11th October 2007. It was proposed by Cllr Walker and seconded by Cllr Forrest that the minutes were a true and accurate record and accepted accordingly.

P111/0708 Matters arising

P99/0708 - Green Lane - Cllr Jenkins had taken more photos of the continuing work along Green Lane; building of the wall alongside the lane on the widened corner above Spinning Mill Cottage was now complete. At the entrance to Crag Top foundations were being put in to re-build the wall to allow a wider turn off. Parish Clerk had sent a letter sent to the Area Planning Manager enquiring about the enforcement notice for Green Lane, a reply had not yet been received.
Planning Officer had advised that Mr Brook-Chrispin was appealing against the enforcement notice for the decking at Crag Top on the grounds that he did not require planning permission as it was in his garden. Planning Office did not consider the area to be in the curtilage of the house and that the land was previously agricultural. Councillors agreed to send a letter to Planning Office offering support for enforcement notice and subsequent action. Cllr Forrest had brought in an advert for the old filter station on Green Lane that stated it had outline planning approval. Planning approval had been granted by Ilkley Parish Council (06/00677/FUL) prior to the establishment of Burley Parish Council.

P100/0708 - Planning Officer would formally respond to enquiries about set back rule. The general guide was that the set back rule was utilised where there was a uniform row of housing and a two storey proposal. The specific example at Hall Drive concerned a pair of semi-detached houses that did not form part of a uniform row and where enforcement of the set back rule would have comprised the extension proposed.

P104/0708 - Rushy Beck Court - the old gateposts were being used, Cllr Horton confirmed that he had seen them. Parish Clerk had checked the planning conditions and there was no mention of consultation with the parish council on the perimeter boundaries. Agreed no further action to be taken.

Resolved: one objection from neighbour noted. Recommend approval subject to planning officers being satisfied that sufficient setback is incorporated.

07/08552/FUL - 27 West View Avenue

Two storey extension to side

Resolved: recommend approval

07/08850/FUL - 2 Langford Road

Construction of detached dwelling

Resolved: second application for a dwelling on this site. One objection so far, more were received for the previous application and there is still time for objections to be received. Recommend approval subject to planning officers being satisfied that highways and access issues are adequately addressed.

P114/0708 Informal Hearing on land East of 28 Main Street

Tuesday 27th November, 10am Ilkley Town Hall

Cllr Jenkins cannot attend and asked for someone to attend. Cllrs Tilford, Horton and Forrest will attend. Parish Clerk to copy councillors Jenkins, Forrest, Horton and Tilford on relevant documents.

P115/0708 Minor items and items for the next agenda

Cllr Jenkins enquired if Parish Council had approved a conservatory on Goit Stock Farm, Eastfield Lane. Parish Clerk to check on planning portal. (Post meeting note: incorrect address. Cllr Jenkins to confirm correct address.)

Cllr Tilford enquired about details of planning permission granted to 14 Rose Bank. Parish Clerk to check and report back.
