The Parish Plan

Summary

The tables (listed under "The Action Plan") are the conclusion of only this initial exercise in producing the Parish Plan for Burley.

This is only the beginning of a continuing process and the format of the plan deliberately lends itself to regular review without which it will soon become an irrelevance.

For example, BMDC has been considering how to delegate responsibility for some services to local organisations, including parish councils.


IPC and BCC have been party to the debate and anticipate that in future the Parish Council could be offered the opportunity to run some services, such as street cleaning.

BMDC may decide its policy and implementation during 2005/2006.

The following Action Plan does not itemise where devolved services may be managed, because the detail is not known, but in principle we believe services should be run at the lowest tier commensurate with their efficient and accountable delivery.


A watching brief will be maintained on this area of official policy in order to be ready to decide what action is in the best interest of the community.


The Parish Plan is a living and working document for the guidance of the Parish Council, and the Action Plan should be monitored, reviewed and updated regularly to reflect progress and the changing needs of the village.
