The Operating Structure
The elected Parish Council has limited management powers but will achieve its objectives by working with Ward Councillors, the Shipley Area Committee and the Shipley Constituency Area Panel Advisory Group (SCAPAG), the Shipley Area Co-ordinator's team, and through them to the Bradford MDC officers whose departments provide the services from central budgets. These departments are referred to in the following schedules. The parish council also needs to ensure that it has representation on bodies and study groups that are engaged in policies relating to its objectives, e.g., Anti-crime Partnership.
Definitions used in the tables
Issue:
refers to the main subject area, either used at the Jamboree or in the first and second questionnaires.
Action:
sets out the action that the parish council should take. Many of the bullet points come from the comments on the questionnaires, or are derived from them, e.g., instigate study into parking, to give councillors flexibility to decide after expert guidance.
Priority:
an interpretation of the weight given in the results of the surveys and the Jamboree. However, priorities are likely to change with events and as objectives are achieved. Others require ongoing attention and vigilance.
Partners:
indicates who can help or who might have access to decision makers and funds. Some resources would be derived from the precept.
Status June 05
indicates the situation that existed on that date, allowing progress to be monitored and priorities changed.
Review (... date)
Updates to the previous situation, with notes on items that need to be actioned, by whom and when. Generally pertaining to High Priority items.
