1. Apologies for Absence

Mike Harris(MH); Tom Sumner (TS); John Horton

2. Minutes of the 13th June meeting.

These were accepted as a correct record and were signed.

3. Matters Arising

· A meeting of the BCC Committee on August 29th discussed advice from our barrister, Nigel Clayton, that a third application should be made for Burley House Field to be registered as village green. As the parish council is currently in negotiations with BMDC over the terms of a lease, it was agreed to postpone the decision on the third application until January 2008, to allow time for those negotiations to complete. It is believed that this provides the best conditions for a satisfactory resolution.

· BS thanked the police for their assistance with traffic marshalling on Duck Race day.

4. Correspondence

· July and August copies of Briefing Bradford, the newsletter for voluntary groups.

· Details about the Airedale NHS Foundation Trust, referred to at the last Forum.

· Information about the Community Involvement Project that provides support to older people and their carers with mild to moderate mental health needs.

· Agenda for Ilkley & District voluntary sector forum on 16th July.

· Copy of ICVS Grapevine newsletter.

· Notification of I &DCVS annual general meeting, 17th October, along with voting papers.

· Notification of Neighbourhood Forums and other forthcoming events of interest.

· From David Howe on changes in oncology services at Airedale Hospital.

5. Treasurer's Report

· The Accounts Summary as at 28th August was circulated.

· MH has written asking the parish council for a contribution of £2000 towards the 2007 Christmas Lights display. A meeting with representatives of the Chamber of Trade has been arranged for 27th September to discuss funding and arrangements for this year and future years. Rev. Michael Burley has been invited to discuss how carol singing and music can be heard more effectively. The date of the 2008 switch-on looks like being on 29th November.

· TS had sent a quotation from BMDC of £1475 plus VAT for renovation of Christmas lights features and equipment. It was agreed that BS would speak to MH before approving the work.

6. Neighbourhood Forum

A short report and the accounts for BWCT will be given at the October Forum. BS and MH are willing to remain in office until October 2008, when both will resign at that AGM. Other Committee members have been asked if they are willing to stand for 2007/08.

7. Website Report

Dennis Warwick reported that the site is gradually settling into its new format and is attracting more interest. The parish council pages are being visited more frequently compared with previous months. Most visitors, after looking at the home page, go on to seek information. The history pages are fairly popular, as is the new picture gallery established in August. There are galleries now on Greenholme mills, Community Council projects, "Then and Now" photos, and Burley Grange. More will be added as time permits. Analysis of hits in August show:

Home page 1184 24.54%

Information 1664 34.49%

Community 324 6.72%

History 896 18.57%

Village Diary 263 5.45%

Gallery (new) 34 0.70%

Parish Council 460 9.53%

Total of 4825 valid page hits

8. Scalebor Sports Facilities

· MH and BS succeeded in painting over graffiti on the east gable and rear of the pavilion soon after it was discovered.

· BS met the contractor who installed the septic tank, and confirmed that the installation was to specification and is operating correctly. He judged that it would need emptying every two years. BS will arrange to replace the missing vent cap.

· Ground in front of the pavilion is frequently flooded and the water takes days to disperse, which over time will cause the veranda and front supports to rot. This is due to water from the gutters having nowhere to go. A soak-away is proposed at a cost of £1438 + VAT. MH feels the cost is justified. This will only partly improve pitch condition, and we have yet to establish what the maintenance contract should provide in that respect. It was agreed that a second quotation should be sought.

· It is hoped to install a ceiling with the footballers' assistance before the winter. BS has arranged to meet Jed Smith to discuss this and related matters.

9. Pond on Cornmill Lane

An attempt to flush out the silt was postponed until the winter as it proved impossible to open the sluice gate during the very wet early summer.

10. The Round House

Coffee Mornings continue two days per week and remain popular with a small clientele, which has resulted in increased takings. Thanks were expressed to Pauline Beeton.

There has been no new lease to sign and no response to the suggested purchase by BWCT (see April Minutes).

11. Pudding Tree Garden

A new lease is still awaited. In consequence, refurbishment of the seat has not been progressed.

13. Any other business

· The BWCT Coffee Morning in the parish centre is on Saturday, 15th.

· Cleggs have been booked to provide the PA system for the lights switch-on, and St. John Ambulance have been booked for emergency medical cover.

14. Date of the next meeting

Wednesday 09 January 2008 at 7.30 in the Roundhouse

Sylvia Tilford, Hon Secretary
