BCC Minutes – 13 April 06

Present:

1. Apologies for absence:

2. Minutes of the last meeting

The spelling of Ian Whitlam's name was amended and the minutes were then accepted as a correct record and signed.

3.Matters arising, not covered elsewhere on the agenda

Item 3 BS spoke to Andrew McCarthy who agreed to follow up on the possible new footpath route with Mr Bromet (Trustee) but still no response.

Item 3 The Chamber of Trade has been asked to indicate when they wish to be involved with the clean-up.

Item 4 The copy of the Bradford (Parishes) Order 2006 has been lodged in the archives.

Item 5 We have received thanks from Caroline Hart from the Joliba Trust for our £500 donation.

Item 9.1 A draft letter will be sent to Shipley Ward Councillors after the elections inviting them to view Burley house Field. The petition is likely to be heard and debated in June.

Item 9.2 The Scouts and Guides have withdrawn from the changing rooms project. BS will suggest that the sub-group prepare an interim report on progress with FA so that BCC can pass the project to the parish council at the end of June. BW will be asked to give a report at the AGM.

Item 10.2 The planning application for a house at 14a The Copse has been rejected

Item 10.4 The extra drainage around the fountain has been completed.

4.Correspondence

BS reported:

· A helpful response from Bradford College about abuse of parking by students around the Grange.

· The request for listing of buildings at Greenholme by English Heritage requires that the community supplies the evidence. This would need to be done by the parish council but BMDC Design and Conservation Team have prepared all the evidence and will send this to BS.

· Notice of Chamber of Trade AGM on 9th May at the Generous Pioneer.

5. Treasurer's business

MH circulated a monthly accounts summary and drew attention to a number of items:

BCC Income Roundhouse takings of £82

BCC Expenditure: 100 Club prizes (£45), Parish Room rent for 12 Saturdays (£123), Roundhouse electricity bill for winter quarter (£234.36), Roundhouse break-in repairs (£110), new crib for Christmas lights (£115), projects maintenance labour for 3 months (£600) and materials (£200.22).

He also went through the items of committed expenditure

Net BCC free funds stood at £7724. MH suggested that in June these provide endowments to the Trust of £5000 for the Roundhouse and £2500 for the Pudding Tree Garden. This was agreed, and will be proposed to the AGM.

BWCT Trust Income.

This consisted of subscriptions (£77), coffee morning takings (£59.10), Xmas lights donations (£27.45), general donations (£51.50) and the second Scalebor maintenance payment of £200. Reminders for renewals will be sent to existing Trust members and the amount will be raised to £4. A request for new members will also go into the Bulletin. There were only two small items of expenditure.

Free funds stood at £7951. Total combined free funds stood at £15675.

Dennis Warwick has sent a message about the 100 club which will go the Trust after June. It is not necessary to be a member of the Trust to be in the 100 club.

6. Parish Plan Review

BS expressed the hope that this review would provide the parish council with a valuable working document in the early months. Where possible BCC would clear any actions before the June AGM and complete the transfer of those that are about to become Trust responsibilities. PJ circulated the Plan with proposed update amendments. These were discussed and agreed. In a few cases additional amendments were proposed and agreed. The revised Plan can be viewed on the website. PJ was thanked for his work on the revision.

7. Any other business

Forum feedback:

It had been good to hold the meeting in the Queen's Hall and some future meetings should be held there if booking is possible. BWCT will be invited to have a slot at Forum meetings following set up of the parish council.

It was noted that there had been points for and against the Ramblers' Association proposal for the Burley bridge. Points had been made cogently. The only applause came for the comments from Peter Riley in support of the bridge. BS said that he was disappointed that there was no box for comments next to the plans on show in the library. It was important to get a wide cross section of responses to the proposals. The Committee discussed the comments for and against the bridge. It was agreed that the proposal incorporating a facility for horses and cycles was too obtrusive.

Projects:

1. Village notice boards are being refurbished by TS and BS.

2. New seats have been installed in the Pudding Tree Garden

Planning:

JH provided copies of the revised plans for the Open Door. The interim Burley Parish Council had supported acceptance of the revised plans at the meeting on 10th April. The revised plans incorporate responses to the issues raised earlier. JH felt there were still objections that could be made. These need to be recorded by the deadline.

Committee meeting on June 8th

This will be a short meeting. Members of the first BCC Committee will be invited to attend for a social gathering following the meeting.
