BCC Minutes – 11 May 06

1. Apologies for absence:

3. Matters arising from the April 13 meeting or not covered elsewhere on the agenda

Item 3:

a Friday evening has been suggested by the Chamber of Trade for the village clean-up so that young people can be involved. Friday June 9th was proposed plus Saturday 10th June if needed.

Item 4:

Greenholme listing: the disc of information from BMDC will be passed on to Burley Parish Council.

Item 7:

JS will bring this Minute to the attention of Keith Wadd.

Burley Bulletin:

the next issue will go out in early June. JS asked if a one page sheet sheet from the Burley Bridge Association on the Ramblers' Association footbridge proposals could go out with the Bulletin. This will invite comments on the proposals. The Committee agreed that this would be a good way to draw responses from the whole village. JS will ask those who deliver the Bulletin to add the BBA leaflet.

Grass cutting:

TS reported that the Council have cut the grass. This had affected the fountain grids which had become blocked. TS had cleared these on a number of occasions. He will keep the grass adjacent to the fountain cut with a hand mower to avoid further problems. The fountain is due for its annual maintenance.

Playground:

TS reported that nothing further had been heard about the planned improvements.

4. Correspondence

BS reported receiving:

· Entry form for Green Apple Awards. ST will pass this to the Burley Wildlife Group.

· Notice of the TocH meeting on 23rd May

· A copy of Grapevine and an invitation to ICVS events.

· Notification of changes to West Yorkshire Rural Transport Partnership and an invitation to attend stakeholder meetings in May/June. This will be passed to Ian Padley(IP).

· A letter from Terry Clegg requesting a record of the £1000 donation from West Yorkshire Freemasons to the fountain project, made in 1999. BS was sure that MH had acknowledged this at the time.

BS had written to Damian Fisher severely criticising the 'superloo' project. There has been no response. TS reported that there was now electricity supply to the superloo. The final wiring up should have taken place on Saturday May 6th but this eventually happened on Tuesday May 9th. It is not known when the superloo will be useable.

5. Treasurer's Business

· It was recommended that the reallocation of funds between BCC and BWCT be put to the AGM along with the proposal for winding up BCC.

· Mary Wood is looking into the possibility of forming a charitable trust for the Tereli link and donations in order to take advantage of Gift Aid and other sources of finance.

There were no significant changes to the financial position reported in April Minutes. MH had given apologies for this meeting.

6. Anti– crime partnership

No report this month.

Christine Hill (CH) has indicated her willingness to continue to liaise with the partnership until Burley Parish Council (BPC) appoints its own representative.

7. Burley Bulletin and AGM

It was suggested that the winding up motion for BCC and the changes to the Trust that will result should be summarized in the Bulletin. Residents should be encouraged to attend the AGM in order to see the presentation to be made by Dennis Warwick and Mike Harris of 30 years BCC work.

8. Current Issues

8.1 Burley House Field.

As minuted previously Shipley Area Committee will consider our petition. It was agreed that the sub-group would write inviting District Councillors, and their alternates on the Committee, to view the field.

8.2 Recreation Ground.

BW has been asked to prepare a report on the current state of the project so that this matter can be passed on to Burley Parish Council.

8.3 Footpaths.

Still no response on the possible realignment at Highfields.

8.4 Footbridge.

9. Reports from Sub–committees.

9.1 Local Government.

The Committee offered its congratulations to those elected to Burley Parish Council, and wished them every success. Commiserations were also offered to those not elected and they were warmly thanked for standing for election. There had been a good turnout. BS and ST were thanked for the organization of the leaflet giving information of the candidates which was distributed throughout the village and thanks were also to all those who had delivered the leaflet. Concerns were expressed that the local press had not published details of the candidates.

BS said that this was an historic moment for the village. Best wishes were extended to the new councils in Burley and Menston and the continuing council in Ilkley. BS commented that the Local Government Sub-committee first met on 16th January 2001 to progress the achievement of a separate parish council for Burley. The first meeting of the new council takes place on Wednesday, May 17th at 6.0pm in Burley Oaks School

9.2 Planning.

Planning approval has been given for the redevelopment of the Parish Office and Open Door.

9.3 SCAPAG.

BS had not attended this month.

9.4 Projects.

TS reported that the Duck Race would be on Sunday June 25th. The Children's Society were not able to do the teas on the green this year. Scouts and Guides will probably take this on but would welcome offers of help. TS asked for full support from Committee members in selling duck race tickets.

10. Any Other Business

BCC Coffee Morning:

Saturday May 20th. Nicky Harris is running the stall for the Yorkshire Air Ambulance. Contributions of cakes and bric a brac for the stall will be gratefully received.

Last BCC meeting on June 8th:

this will take place in the Queen's Hall annex. Members of the first BCC Committee and partners and the Chairs over the life of BCC have been invited to the meeting.
